I'd say the proper English term of that would be "chatterbox"

2012/1/6 Pocket Morning Artist Q&A

Berryz Kobo

Q. Tell us an unexpected aspect of a H!P member.

Shimizu: Risako
She's like a boy who'll carry your bag for you ★

Tsugunaga: Tanaka-san is unexpectedly kind to Momochi♪ (lol)

Tokunaga: Tsugunaga is surprisingly a kinniku-man!! (a muscle man - also the name of a muscular character)

Sudou: Chinami unexpectedly has a good memory♪

Natsuyaki: Berryz' Captain... is unexpectedly a burikko (cutesy girl)

Kumai: S/mileage's new member Nakanishi Kana-chan
you'll think at first is a quiet girl,
but surprisingly she's extremely sociable☆彡

Sugaya: Captain is a spoiled child.

2012/1/4 Pocket Morning S/mileage Q&A

Q. If you had a time machine, would you go to the future? The past? Also, what would you do there?
Ayaka : I'd go to 19th century France.
I want to see lots of Impressionist paintings!!

I like this girl more and more.

Yeah, but the word she uses, "amaenbo," doesn't carry the same strictly negative connotations that "spoiled child" does in English (dunno about Swedish). Japanese people often describe little pets as amaenbo. And it was even used before in an earlier pokemoni:

Question: Who is the most like a pampered child [baby-like] among the Hello!Project members?
Q. ハロープロジェクトの中で一番甘えんぼなのは誰ですか?

For which Shige-san's answer was:

Suzuki Airi-chan ♪ . She often comes and leans on me. So cute (*・▽・*).
道重さゆみ「鈴木愛理ちゃん♪ よく寄かかってくるから。かわいーっ(*・▽・*)」

Notice how she thinks it's cute that Airi's an amaenbo.

So my point  is that Risako's statement doesn't have the same degree of harshness in Japanese as in English.

Also see this Wikipedia article about the concept of Amae in general.
