I would say that general fans that understand Japanese listen to them more than random foreign fans... But so far as casual fans go, in general these radio shows aren't on incredibly well-known stations, nor on at super convenient times of day, so I don't think they get a lot of casual listening.
I have seen that some of them get recaps translated in English around the internet, so if you're interested in knowing what's going on that's possibly an option.
For me personally, I don't listen to them, or make it a habit to find recaps except on specific occasions.

Those radio threads are pretty active on 2ch so I think some do at least . Maybe not general fans though, it's mostly a way to deepen the bond with already existing fans instead of trying to get new fans anyway imo.
For my part, I only keep up with Morning Musume related radios.

I use to follow the Berryz's radio shows, except for Momo's you can guess why
Since the uploaders stopped uploading and one of their shows are for paying customers only, I stopped following, b'coz I can't get anymore source to download.

I would follow YuiKaori's web radio if it was easily available but you have to pay to view it.
My point is, if they making people pay to see/listen to this shows, there must be a big enough audience to make a profit from the shows.
