I can't speak directly for Japan or even most stores/people, but I have seen at least one person mention getting a message after ordering from YesAsia, letting them know that the shipping date was moved to next month because of issues with suppliers.

Someone posted that on HO as well. It's definitely possible.

Also I remember this happening with WTAC and 123, where purchases, especially online, were delayed due to insufficient stock.
