I'm not sure about that pudgy guy in particular, but according to the place I found it, the woman is a demon who specializes in the mass-murdering of babies. Her name is Putana, and the song is her introduction. (Apparently the sequence is very out of place in the movie it's from, "Hey Krishna", and doesn't make any sense either way - so I figured it was best to just enjoy it as a random stand-alone music video. )

I don't usually care for Japan's male vocalists, but this guy's voice doesn't bug me. They have great albums, btw.
(And by "don't usually care for", I think a lot of them sound the same. Kind of nasally and whiny, imo.)

Tbh I didn't find it amazing, was actually really boring for me especially the video.
