i don't think she needs to be super toned like Sayaka (or as an H!P example, Maimi or Gocchin), but at least closer to girls like Aichan, Eri or Rika. at least, for her body type. if she were longer/lankier the soft look would be work better, like with Sayu or Airi.
in any case i don't think anyone's complaining about her current looks, she looks great already. just that that would take her to a new level.
This is exactly what I was thinking. For Mizuki to get to the soft/waif-y look like Sayu or Airi she'd have to lose a drastic (and unhealthy) amount of weight. But overall, Mizuki's body is well proportioned so I could easily see her going for a sexy look. And with that she'd easily take over as hottest girl in MM. Not kawaii like Sayu more along the lines of "ero" a la Maki.
