why, has she said anything about it?
i just assumed that she was the type that, when shy or unsure, just clams up and is hard to read. it would take a while to get really used to the idol life and getting comfortable with members/staff. i've noticed this chara of hers since maybe 6 months ago, though not always quite this crazy.
conversely, i've seen her go back to her stoic state when she's sleepy or when sempai are addressing her directly.
