Because similarly montblanc, mousse... they're are all desserts, but certainly not "cake".
We had this discussion a bit elsewhere. I'm guessing they say probably about anything they find in a "cake shop" there. Tarts also do kinda look like cakes, and Japanese are used to putting fruit on cakes much more than we are, so that makes it feel even more similar.
