Does there seem to be rhyme/reason as to when individual accounts are allowed to begin? I recall a Sayu anecdote that (from her perspective) she begged and pleaded to be allowed to start a blog and she felt ~some kind of way~ when it seemed like newer gens got blogs immediately after joining.

The same kind of seems true for Instagram? Not the begging or pleading part but that girls get permission to start one (or are given one?) in seemingly random spurts.

I'm sure the pandemic has factored into it someone to keep fans engaged, but still.
On a different note, I think might firmly be in the "Tanimoto Ami is the prettiest current H!P member" boat. Tsubaki is stacked but damn she's pretty (in a very conventional, very popular dokusha-model type of way).

I don't remember where she said it, but Ikuta mentioned that one of the requirements was that the person needs to be one that posts a lot on their blog, which apparently was why she didn't have one back then.
I doubt that's the only reason (responsibility and stuff being another, probably) but it'd make sense. Makes no sense to give a girl who barely even blogs, an instagram etc.

Morito Chisaki blogs almost everyday but she doesn't say a whole lot. She admitted at an event that she is not very good at typing on a computer, but she is a very fast texter on a phone.

Haga Akane makes sense, because she is into film photography.

Kawamura Ayano should also get one, because she is in charge of taking a lot of photos of ANGERME
