Okay, new kook theory (which would be nice in my opinion if it came true):

Tsunku goes with the 16-nin Morning Musume option and accepts all eight of the remaining finalists.

Then, Tsunku says for the fall tour that in addition to regular Morning Musume concerts there will be specialty shows where they will revive Sakara-Gumi and Otome-Gumi. However, there will be a special twist. Sayumi and Risa will be the captains of Otome-Gumi and Sakura-Gumi. Saumi and Risa will find out now about their respective songs now and then in two weeks they will pick their group mates draft style.

(One of the hidden reasons for the move would be to give Sayumi some experience leading a group so that she can take over if Risa graduates.)

Ugh I would love something like this. Remember how the original shuffle groups were a challenge to see who could sell the most? Bring something like that back, have a challenge.
