Isn’t an hour south of Vancouver… the USA?

Not as the crow flies. it takes about an hour to drive from Vancouver to White Rock where the border crossing is, but you’re going southeast. From where I am, directly south of Vancouver, it’s about an hour northeast. Then from the border crossing you have about another two hours until you hit Seattle.
