The girls have different-sized legs, and that's ok. No need to "hide" it by reorganizing them so you "can't tell". It was evident long ago that the Berryz girls are very different from each other both in size and structure. They're even highlighting it now by saying that the thing to look out for with them is their range of personalities.
Contrast between objects is oftentimes more aesthetically pleasing than homogeneity.

Personally, I'm not one for the pale-and-super-pink makeup glamour shots, but the mirai bees cover is awesome.
