Watching the PV again, I'm distracted by how flat-chested Yurina looks in that costume. As sexist and demeaning as it may be considered, I think I'd enjoy the PV more if they padded the girls' tops.

To me it is high praise. The PV and the concert are the two main avenues that an idol has to make an impression and make the audience like her. So, while having great choreography, great art direction and great outfits is necessary, the idols have to be on point and able to shine their idol beam with (or in spite of) the video. If I can watch a PV all the way to the end it means that then idols where able to suck me in and care until the end of the song.

As for lack of boobage, I think that big boobs would look artificial and distracting on Yurina since she is really thin. And, it would be infringing on Risako's gimmick. As for padding her outfit, they already pad several of the other girls outfits so it's impact would be diminished.
