I think it started when underground groups like BiS, CheekyParade, Dorothy Little Happy and Up-Up Girls started getting more agressive in their promotion. With that more and more unknown groups started getting little bit of spotlight.

Its not really idol war, but the idol boom hype.
And S/mileage participated in this, they won the newcomer award against idol groups like Tokyo Girls Style and Momoiro Clover notably.

There's heaps of groups Juice=Juice is competing with right now, such as HKT48, Sakura Gakuen and LinQ for example. It's going to be really hard for them if they're trying to get that award. But tbh, Juice=Juice aren't working to the standard that S/mileage were at that time yet: S/mileage before the award, were already doing their first solo concert with the 4 of them, Saki had her Oha gig, the other 3 had their Lilpri gig, on top of heaps of events and radio show appearances.
