Tantrum to me implies entitlement without work, like complaining because you feel entitled to more without putting in the effort. "Why can't
I have a pony too? What do you mean I have to save up for it and buy it myself!?!??!!?" and etcetc. From your summary, it could just be legitimate disappointment. To be honest, when Captain was the only one who cried after the Budoukan announcement, it further sunk in the realization to me that she is the one who really cares about the progress of Berryz, while the other girls are semi-complacent (save for Momo) with where they're at right now. If she had thrown a "tantrum," and then gotten what she wanted, she would've looked smug as shit at the announcement. Berryz is stagnant, and if anything her disappointment shows that she can see it too.
But (as per your description) her complaints could stem not from entitlement to success, but from her disappointment not only in herself recently, but also with her group's progress. Like she feels that she's let not only herself down in pursuit of her goals (hence the self-criticism), but also her group members and the fans. And then she recognized that she would need help in attaining a higher standard for Berryz, hence the appointment of Miya. It's not a tantrum imo, but a reflection on how things are going wrong for Berryz and how she wants to do better. And she wants to try and create a Berryz worthy of that same level of success as The C-uticles. Tsunku and Co. probably threw in the Budoukan announcement early, because they feel the same disappointment Captain does, and scheduled the concert to give the girls that kick in the pants they need. This, along with Miya as sub-captain, could be that "help" that the girls need to do better, if it happens to succeed. It certainly allows for more accountability on Miya's shoulders for them to do better, instead of Cap'n bearing the sole burden.
