Yes she does. But too late now, cards are already made. Bias has been shown to target her out. Cheating before the game started.

Do Ichioka, Takase, and Kiyono count? They drew lots along with everyone else for this year's HinaFes.

Hmm, Ichioka, Takase and Kiyono still don't have group names, so to my mind, they need to wait until next year.
Amped, Moh actually made the cards a couple of weeks ago, before we knew about Manaka's new group status. I think she can participate this year.
