if next week's episode (9/6) of Hello Satoyama life is a regular episode, then on 9/13, might be the only training camp episode in just 28 minutes. Morning Musume's concert tour starts 9/15.

If they have a decision by then, they can literally announce it at any point in the tour.

But that's assuming they would like to take their time in announcing the winners. I expect they've already made a decision by the time the tour starts but would hold off on announcing it until probably the second or third date of the tour.

If that's the case then I'd definitely expect it on the second or third date of the tour. You're right, they wouldn't be able to keep it secret for long. Especially since the new girls would probably be in for the Winter Tour and they would have to be up to speed by then.
