It was a joke. Kanon even brought it on herself as she was the one pointing out that she has a different body type than the rest of the girls.

Roughly what was said:

"Is there anyone who wanna say anything (honestly) to another member?"
Ayumi: Yes. Michishige-san... she really loves Sayashi-san, and all others of us are like "the others."
Sayumi: No! No that's how it is!
Kanon: Yes, like, you can see that I'm (physically) different from everyone else and it's like she doesn't spoil/pay attention to anyone who's not Sayashi.
Sayumi: Ah, well, fine, I'll spoil you/treat you nicer if you lose 5kg!

It's variety. Kanon has been going with the whole "I'm chubby" ever since the beginning of this year so this way it just gets played with. It's not anyone being mean or whatever.

Let's just remember that it's TV and that Kanon has been going with this ever since January and she pushes the fact that she's chubby, more so than anyone else. If anything, I'm sure she was happy that Sayumi said that - and it's very likely that Sayumi said that because it would work in favor of what Kanon is going for.

and what's the point of all the talks about building up characters and whatnot if no one is allowed to dig into it?

Just like how Sayu used to keep making fun of Eripon's KYness, Ayumi's lame jokes and style at MCs or such, it's how she tries directing the attention to them and giving them a chance to make themselves memorable. Not a single girl is complaining from every source I can find, on the contrary they're usually thankful to her for that.
