The older, more senior members can have their own group (Tanabe, Murota, Yoshihashi etc)

^ Hamaura is one of the senior members. She's the third most senior member at this point (where Murota is 7th down the list), and is only one year younger than Yoshihashi.

The only KSS who've been there longer than 10th gen are Nanami, Kurumi, Hamachan, Taguchi and Rena . And Fuyuka, if we're counting her time in S/mileage.

^ If the group grows, the existing members are going to get fewer lines anyway. The ones who will really suffer won't be Sakura and Ayumi, but girls like Haruna who only get one or two lines to begin with.

I don't think he has anything in particular in mind right now. He did say at first, that he was looking for x members and all, but I think he kinda gave that up around 6th or 7th gen. It all, probably, comes down to the girls that qualify to stick around.

Came to say this. I mean, he might have a certain target in mind, but with the whole lucky seven thing, we saw that they're not going to hire unsuitable girls just to fill up a quota. The girls they select have to 1) have the H!P "look" and sense of innocence 2) have a certain minimum level of talent and stage presence 3) be compliant and willing to withstand the rigors of hard training and the show business lifestyle 4) have agreeable parents and 5) fit in with the group. Any girl they hire has to fit all five criteria, at least, and probably more I haven't thought of. If they want to hire four girls, but can't find four who fit, they will only hire three girls or two or one. But of course, even if they find 20 suitable girls, they're not likely to hire more than they want in the first place.

Unless those 20 girls are so amazing that they immediately get their own group. But, unless some of them are from kss, I don't think that would sit too well with the girls' families who have been paying for kss memberships.
