Obviously if you produce a lot of songs you have a higher amount of sales, that's why 2008 was so rough and we see the "boost" in 2009 again.
To add some context, Koharu was at 55,679 in sales per releases in 2006 and 52,167 in 2007 in sales-per-releases. So in 2007, 2008, 2010, and 2011 it produced/would have produced a better ratio of sales to albums to produce Kirarin music than it was to release ANYTHING from Morning Musume.
2012 matches 2005 in overall sales-per-releases if you don't qualify each A track as an individual side (which I don't think you should for this but I did anyhow to be fair)
2013, going by sales per song, fits between 2004 and 2003 -- the tail end of the "golden era". Even if you count each individual A side as a single against it, 2013 surpasses 2005 in overall sales per song and fits just after 2004.
