lol I don't exactly understand what is going on here, but I feel like it is fabulous, and that Kanon is going to be the 3rd (4th?) "Ichiban Kawaii" character to come out of H!P in recent times. Which I guess is great if it gets her screen time, but kind of a bummer since we currently have 2 of those within the Mobekimasu.

At the end it says "Reforming plan rejected" and kyanon is (playfully) shown crying, so I guess it's something about the TV show, whatever that was, sadly, it was rejected xD

EDIT: Ok, so the TV show is about personalities saying what reforms they would do, and Nyon sama says something like: "Cute girls should have priority seats in vehicles" or something like that xD. And ofc her reform proposal was rejected

I don't know what the whole show was about, but the segment was about how to make Japan a better country. And she went on about how to make Japan better they need tourism and money and stuff, and for that they need to attract more people to Japan. And her suggestion to how to make people want to come to Japan is to have priority seats for cute girls on all rides in the world (trains, buses, etc), because foreigners would want to come and see that. And then people asked how they would decide who's cute and not, and Kanon said that she would decide and that everything would be based on her as she's the cutest girl in the world.
In the end only two people agreed. One being a comedian and the other being a lawyer.
