It's outside, there's a recent trend in these dance video's to use the camera settings to get this kind of artificial looking background.

seeing how excited Megumi was to see Nacchi and Charmy, and after finding out they passed makes me like her and wish she'd gotten to stay longer even more than i usually do.

^ That was my favourite part of the video as well, just seeing the joy on their faces. Masaki's reaction to finding out she was joining MM gave me the same feelings. That huge smile won me over.
