酒鬱 (sake-utsu) isn't really a word in its own right. Like many Japanese neologisms, it's a simple concatenation of two existing words or concepts. It can mean "drunk" or "hungover" or "alcohol-related depression" or full-blown alcoholism, depending on the context.

In this context, I think she's saying she's too hungover to cry. Did she drink because she was depressed, or is she depressed because she drank…?

It's a long video, maybe she explains it later, but frankly I don't care because there's nothing I can do about it and I have enough to worry about in my own life. I like a good redemption story as much as the next person, but it's the redemption that matters, not the drama along the way. Some people can't be saved, and some people don't want to be saved.
