Sure he was, but they were just suits. they weren't really naked.
And... I don't know. Considering how little Gaga wears on stage and shit, it wouldn't surprise me if they normally would have banned someone but since it's ~Lady Gaga~ it's okay.

i agree, i don't think he should have been banned. but Gaga wears anything from meat dresses to tailored suits with funny hats, so it's possible that she won't wear anything very extreme at all (just weird-looking). i just wouldn't assume they're treating her special because she hasn't done anything yet that would compare to OZMA (in Japan).

in any case, i think DJ OZMA knew what he was getting into when he planned those suits. even though it's not that offensive, it's still an image that people don't normally expect/allow for family-friendly shows (on an important holiday, no less ). if only they had fake butt nudity it would have been better... Japan seems to be perfectly fine with butt nudity.
